Ministers pretty much are in charge of all recruitment of parastatals under their ministry. So if you are lucky to meet a minister you could through him/her be pushed to a Parasatal under that ministry that is recruiting. And ministers also share slots to other ministers from other ministries, as well as to the presidency, NASS, Governors, Perm Sec and other senior executives of each Parastatal. Access to them is not near as easy as that of Senators or HOR, you would have to know one directly or be introduced to one. The more exclusive the Parasatal and the number of jobs available the more limited the slots. But when it is mass recruitment a large percentage can still get it on pure merit like in the case of NNPC.

A Recommendation letter really works when there is mass recruitment, but in case of limited replacements you need more than a recommendation letter you actually need the official to call the parastatal and give your name, details and CV for one of his/her slot directly.
