Yes, election is a local affair as stated by the constitution but remember the states don't always follow or completely understand how the constitution works. That's why we have the court of law to interpret that constitution.

Why does the court sometimes upturn electoral orders from the governor given that it's written in their state constitution to carry it?
Eg: governor of California tried to bypass it's state constitution by signing an executive order blocking presidential aspirants from conducting primaries without declaring their tax returns (indirectly aimed at Trump, probably from her aunty Pelosi). But a federal judge blocked it terming it UNCONSTITUTIONAL.
