Well, in my opinion, i think what the question is trying to get from you is to demonstrate how hard work doesn't necessarily lead to success in that there are various things to consider when goals are to be achieved. Your group might be working hard without using the right approach and this may be a recipe for disaster. Let's say you guys are working on a farm and you have cutlasses, hoes, sickles and other rudimentary equipments as well as tractors, harvesters, planters and other stuffs but because your boss is trying to save cost, he decides that you guys should use the cutlasses and stuffs. Of course you guys will work hard but you might not be able to achieve what the modern equipments will achieve given the same time.
Inversely, let's assume that your boss effectively plans ahead and decides on what to use at the right time in relation to the modern equipments, there's a possibility that you'll be able to achieve your goal without much hardwork. So, hardwork in terms of physical labor of which i assumed to be the premise of your question doesn't always assure success.
I only operationally defined hardwork to mean physical labour. You can look at it from another dimension.

From my perspective , before someone goes into any venture it is better he plans and strategizes On everything he needs to do first this will enable him to use the resources available to it's full potentials......in simpler terms when you Embark on a project without planning you might end up working too much and using much resources (both human/material) Without Achieving much.

One of the things planning does is to clearly define the goals and objectives of an organisation. So if the manager is not channelling efforts towards the achievement of those goals and objectives, he's just dissipating his energy!

I think the examiner wants you to highlight the effectiveness of planning, organising, staffing,directing, coordinating, budgeting,reporting etc in achieving organisational goals and managerial targets.

You're also advised to buttress your skills in using scarce human and material resources efficiently to achieve the set goal.

Simply put, your examiner wants you to differentiate between working hard and working smart.

You can start by defining management and further explain that, troubles/under achievement with an enterprise is the "management" ( manager) , meaning persons at a higher level in the organization. Although weakness and difficulties may surface at any level of management; effective and perceptive management demands that all those responsible for the work of others, at all levels and in any type of enterprise, regard themselves as managers

The manager is like a Symphony or Orchestra conductor, endeavoring to maintain a melodious performance in which the contributions of the various instruments are coordinated, sequence (to work together), set in a specific pattern and paced. To this end, one is not just being a manager but a successful manager.
To be a successful manager in business, some key factors come into place
1. The selection of the best course of action among various other choices
2. Making such choices while considering the limited resources available to your organization
3. Delegation of duties and responsibilities to different departments.
4 supervise, coordinate and controlling the available resources in order to maximize efficiency and effectiveness.
(please note that you have to give situational examples to the above 4 points. These examples/model must come from mostly small scale businesses )

Define Resources and list different types of resources
Ask a linkage and interest creating question that takes you to the body;

Body:
In the body ,treat each of resources in detail and expose how managing them brings success.

You can conclude by summarising the Body.

To accomplish organizational goals, managers perform a set of functions (planning, organizing, etc). Though the question does not mention organizing, it is implied by utilizing resources. To succeed, there must be proper planning and organizing. Hard work on the other hand, is not a management function, and hence does not determine success. Throughout my sojourn in management, I never came across a topic on Hardwork. But any management book without planning and organizing is not complete.

first of all, a managers main responsibility is to design and oversee the best plans to elevate a business or whatever he or she is managing WHILE utilising the available resources.
