Why not test run the advert with 10k to have a feel of the conversion to enable you get an insight on how far a million buck can go.

get yourself acquainted with social media influencers, check out there fan base, check if they have the capacity to push you up to that number. Then you DM about your proposal, mind you most of them will bill you way large but you have to insist on a price befitting their brand, when they see you re ready, the will work with you but please don't use the 1m at a go, make sure you see increase in your base and also make sure your page in been engaged, let them know you can double the price for even more then you will see they will even work harder on your page

Focus more on serving great content coupled with relevant Hashtags and promo.

Be consistent and most of all, serve great photos.

Quality content is King if you want organic followers, this won't happen overnight too, you'd need to be patient say 1 - 2 years to reach that goal.
