I think it is better for higher institutions to reopen first, then followed by finalist in jnr and snr secondary school.

Lower schools should wait til sept.

monitored or not, they CAN NEVER work. We pretend a lot in this country. The people rolling out these policies KNOW that they won't work. How can the policies work when the foundations are faulty?
