EXCLUSIVE: African Union Disqualifies Okonjo-Iweala From Vying For World Trade Organisation Director General

The African Union has disqualified Dr Ngozi Okonjo-Iweala from vying for the office of the Director General of the World Trade Organisation, SaharaReporters has exclusively gathered.

In July 2019, the Executive Council of the AU invited member states to present nominations into the office of the DG of the WTO so that the AU would agree on a consensus candidature.

Nigeria initially nominated Fedrick Agah while Benin and Egypt fielded Messrs Eloi Laourou and Abdulhameed Mamdouh respectively.

On June 4, 2020, Nigeria withdrew the nomination of Fedrick Agah and replaced him with Okonjo-Iweala.

However, in a document from the Office of the Legal Counsel of the African Union, Reference Number: BC/OLC/24/5056.20 dated June 15, 2020 and sighted by SaharaReporters, the African Union says the nomination of Okonjo-Iweala violates Rule (11), 1, 2 and 3, Rule 12 and Rule 15(3) of the rules of procedure of the committee on candidatures within the International System of the AU as well as Council's Decisions Ex CI 1072 (XXXV), Ec CI Dec 1090 (XXXVI) and Assembly Dec 795 (XXXIII).

The AU says its Executive Council had endorsed the nominations of Fedrick Agah, Eloi Laourou and Abdulhameed Mamdouh before Nigeria sought to substitute its nomination.

Meanwhile, the council's endorsement was for the nominees in person and not for their countries.

This reaction from AU is expected but it is not totally damaging for Ngozi Okonjo-Iweala's candidature. However, intensive diplomatic interactions and clarifications are needed on the part Nigeria to reassure other African countries because we have gone against AU's unity of purpose and key protocol, which Nigeria nominees had benefited from and continues to benefit from.

Let's face it, Ngozi is not any way better qualified than Dr. Fedrick Agah, the former nominee, in the field of international trade. Moreover, there is nothing special about Ngozi that would have made President Buhari to easily and willingly go against AU. The fact is that Ngozi Okonjo-Iweala's candidacy is a product of some developed countries and Nigeria merely succumbed to high level diplomatic pressure or rather, superior argument. It does not guarantee victory for Ngozi Okonjo-Iweala as past elections have shown but it makes sense for Nigeria to offer required nomination platform and support.

Egypt been able to convince the AU guys. It is clear that okonjo is the best candidate, and their candidate can't beat okonjo.
But what they should ask themselves is that, will their candidate be able to beat other candidates from other regions?
Buhari should do something, thats why I like OBJ, man na pure diplomat and authority

The best thing to do is still present ngozi, look for support of other African countries, I am sure countries outside Africa will still support njozis nomination, it is not compulsory to go with a consensus candidate.
Ngozi has contacts of all these Liberia and co president too. I am sure

Does it matter? AU is not WTO and their action on this matter does not count...THIS IS AU internal politics they will now present the Egypt guy and. Nigeria can head it alone along with other Africa countries that agrees with her on this......AU won't go to WTO voting as a united block, Nigeria needs a lot of politicking to further divide the ranks of AU and get individual members to support.

Though there will be consequences in the future if Nigeria trotters along on this. especially when they need consensus and support on other international engagements that require AU support

It show's how Egypt is desperate for this and how funny AU is for disqualifying their own special envoy on COVID-19

Does Africa Union has power to disqualify. It is a World body zoned to Africa Region. There is nothing like Africa Union in the membership of WTO. The membership comprises of Countries.
