He was APC's National Secretary and not Aliyu's secretary. He came in not as a product of appointment but via an elective Convention.
Incidentally, Bulama stepped down for Buni.

Part of this problem the APC had was started by people like Buni when he insisted that Bulama must not be chosen as Ag. National Secretary,
Bulama is from Borno, that it must be someone from Yobe.
That's the proxy war he had with Zulum.

What Buhari had simply done was:

Take Buni who reports to me, and knows about Party administration, having served almost 2 terms as National Secretary.

Take lolo, who is a covert member of the "Oshiomhole must go"

Take Oyetola, who is a pro-Tinubu man for balancing.
