Replacement is a slot-based recruitment so the salary is the same for recruitment n replacement. There is a general template for salary based on your cadre/Ministry.

NBAIS dat dey drop everyone to level 7 irrespective of your qualification, my sister was employed early this year February with her masters degree as level 9/2 but just may 2020 they dropped everyone to level 7.
