He is actually optimistic. The peak of anything is usually the highest of that thing after which a decrease is experienced. He, therefore meant that after next month, the cases will be coming down. In mathematics, the peak of a curve is the highest point, anything after it, is a decrease. If you can go back to his statement, you will read that he said "the curve will flatten.
