Despite the fact that I don't agree with this your claim without evidence. I must still tell you that,that doesn't affect the common man. Development of human capital is what South West does. let's take Osun as case study.
The Government of the State created several programs for the youths to make them independent. (DEVELOPMENT OF HUMAN CAPITAL). Programs like O'box, O'Reap, O'fish, O'honey, O'meal, O'Tech, O'Yes, O'beef and many I can't remember. so it's very hard to see any youth in the state idle.
The elders(Selected) are given monthly stipends.
All these drastically reduced poverty index in the state because the youths(vulnerable) are engaged.
