It's not a downgrade. It's MiUI 11 based on Android 10. It's right there in the picture.

You have to ask why the person is selling it. Was there a factory defect? Have you seen and used the phone? How much is the new one? A new redmi note 9s 4/64 is 89k. Almost 10k off means it's a good deal.
