No, it depends on the results you want to achieve.

In some cases, the reason is to prevent upward movement of dampness/moisture

We have raised all the walls to lintel levels........

Personally, I always do it on every building I'm working on, even on so-called "dry land". It keeps moisture from wicking up into the walls and later causing issues with mould or moss, weakening, or peeling..

Not necessary, but for 20-30k, I feel it removes a whole class of problems from the building in the future, and we're seeing best practices being used in all oga's constructions.

The point of the DPC (or DPM) is to keep moisture from the ground entering the bricks/walls. The nylon has to be in place before any walls are set...
