The tax clearance means you should pay the property tax that was calculated for you.

A letter should be issued to you stating the amount to pay and the clause that you can't get your approval without paying the property tax.

How it can workout:

*It must not be on a waterlogged land
*he will employ the services of an engineer for free because the money won't be enough to pay him/her. I can help him only by proxy.

1. Make a free hand simple sketch - The average homeowner can't do this, so would normally seek professional help and pay for it.
2. It will be a straight roof no parapet - This is acceptable and fine.
3. He will use 6" hole Block - 6" hole blocks for foundation? Well it is a bungalow but I'm not too sure or convinced using hollow blocks for whatever foundation. Even if you fill the hollow with concrete this is at a cost that will bring you back to the cost of solid blocks. What about the height of the foundation and back-filling?
4. Slide windows - Where is your buglary proof?
5. Wooden doors or iron local doors - This is acceptable but what you mean is cheap non-durable wooden doors as Nigeria proper solid wooden doors are more expensive.
6. Local stones no chippings - This is acceptable.
7. PVC ceiling - This is acceptable to most homeowers. But PVC are fire hazzards.
8. non-porcelain tiles - What do you mean by non-porcelin tiles? The house will not be tiled at all? Even bathroom(s)? Whatever method adopted; even just concreting the floor, there will be a significant cost that should not be glossed over.
9. Wiring will be 60% conduit. - This is acceptable.
10. WC & Painting also. But it can't include soak away/ septic tank. - If the house will not include soakaway/septic tank, this means the house is not liveable. How would human waste be disposed of? This is not acceptable. All homes MUST include human waste disposal mechanism. This is a significant and non avoidable cost you attempt to gloss over. The average cost of soakaway/septic tank is 400k for dry land. If you factor in this cost, your 3m budget is blown out of the water.


If he has time and are strong to handle it on his own it can work out. Its direct Labour na. - In reality, the average homeowner especially first time homeowners cannot do this. So in reality there is a cost here.

Dubemcapital you are very experienced in such matters but from your pre-cost run down you have admitted that 3m will not be enough. Look at my reasons in red.

If you factor in those REAL cost you attempted to gloss over, ceteris paribus all other things being equal in the normal realistic scheme of things, 3m cannot complete a liveable three bedroom bungalow as we know it in today's market. To achieve this some other abnormal factors must come into play like you admitted.

The average realistic homeowners don't have access to abnormal factors. In reality, how many such project in a year can you offer your free service to? How many professionals would be willing to offer such free service as a main stay of estimating the final cost of a three bedroom bungalow? In matters like this, we should be realistic and not depend on donations from pastor, church members, in-laws, club members as we have seen in this forum in the past and then turn around to say 3m can build you a castle. The truth is that you have heavily subsidised the project with your free professional service but if you are costing the project, you MUST monetize your "free" service.

Apart from POP, what other options are available, that meets fire hazard and soundproof requirements, with good aesthetics and still some what affordable?

I think tax clearance is different from property tax. Tax clearance must be attached to other architectural documents before they can generate property tax. See attached documents for the required documents requested as marked.

Oliran:

Aliexpress seems to be a little straight forward.
How do you order from alibaba? Do you have an agent in Nigeria that get it cleared and delivered to your doorstep? Do you get same buyer protection as you do on aliexpress?

You're paying to Alibaba/AliExpress that belongs to the Chinese Billionaire Jack Ma. You're not paying the merchants directly. It is when your goods get delivered that Alibaba will pay merchants.

If after 60/90 days your goods are not delivered, Alibaba refunds your money in full

Yes, The checklist is a summary of all what is required to get your building plan approval.

The tax clearance is the last stage, approval comes out in less than two weeks after tax clearance.

That's why I asked if he was issued any letter.
Two letters will be issued to him, one stating the amount he is to pay for tax, they use the clause that the tax is not up to date thereby so so amount has been issued to him, this particular letter is from LIRS.

The second letter is from planning office, stating that without clearance from tax office (paying what was calculated from LIRS) he can't be granted the approval etc.

Have been pondering on using plain kalsiboard, but without the wooden barton. Instead I'll use fiber mesh tape over the joints and screed with cement mortar. Will first try it out in d gate house sha to avoid stories that touch grin

I am sure the person ticked all what is required to get approval for you. However it is done in stages.
From your description I am guessing it's a bungalow, I'll list the stages below.

Stage 1:
Survey
Architectural drawings

The survey is charted to be sure your land is free of Government acquisition, your drawing is vetted and ensure comply with the required setback,airspaces etc.

Stage 2:
Someone from the district office will go for site visit to be sure of the size of land and confirm you've not started building if it is a proposed drawing.

Stage3:
Calculations are done using your architectural drawings to calculate assessment, the amount is depending on the size of the building (Length,Breadth and Height), the rate also depends on the location, Lekki fee is not same as Ikorodu fee. Each LGA is categorized into Low, Medium and High density.

Stage4:

After payment is done, the receipt for payment, deed of Assignment for the land, Affidavit with stamp duty and your passports with your drawings is used to open a file for you, a registration number will be issued.
The file is then forwarded to LIRS

Last Stage is the tax clearance stage.

Tax clearance and property tax are different, how can you pay a tax for a building that is yet to exist. Building approval is an approval for a proposed building. Your tax clearance is to check your tax compliance.

If you need the plan pls ask any of the arch in the house to make design for you I have given an example of the room size you asked of.

Cost control is not what everybody knows.
Like I said earlier if anyone wants to handle such in the state am currently working now I will assist the person for free, I think practicals will convince us all. I rest my case on this.

Things never get deliver to destination, or got lost or stolen in the post office or in transit, it used to be complete disaster. 50 days in transit in not a joke either, better then not delivered sha. I hope the can do better on delivery time. Question, does this delivery include heavy stuff of about 100 kg?

Hhmm if you see the shipping charges for 100kg, you wont even consider.

That's the exertly the modern way it is done. You may use screws to fix it to the nogging wood and then use putty to screed over the screws and gaps between the boards and paint over. It will come out really nice.

Unfortunately I have no pics. I've done it refurbishing my grandma's legacy. All smooth and straight ceiling finish.
