I don't think the requirement for a minimum share capital of 20m means the company will pay the government 20m.

These companies does not make all their money in lagos state alone, there are bettors from other states, why must they be compelled to pay state licensing fee when a federal one is already in place.
What happens if every state collect 20 million naira licensing fee? They will be out of business in no time.
