Nigeria's silly scenario at play. Chad is landlocked as most foolish Nigerians would be ready to proclaim. Germans are funny too. They bought a high technological product and gifted to Chad. Maybe the Germans did not find the wielded up boats river worthy so they assigned them to lake usage. Germans are very smart though.

You should know the decision was based solely on cost and also helping product development and manufacturing in Africa. Of course, the quality is lesser than what they have but it will no doubt help combat crime in chad. Chad is landlocked doesn't mean they don't have rivers that boat can sail on. However, ship needs a lot of water to sail. So hardly will they get goods through shipping.
