There is nowhere in the bible where hell was mentioned as a creation of God.

In the beginning, God created the heavens and the earth, and hell was not mentioned. All that God created, behold they were good.
There was no hell in the beginning.

Hell, just like sin, emerged as a product of a choice, just as Satan.
Hell is place for the spiritually dead. A man becomes spiritually dead when he rejects life.
God didn't create death too. To be dead is to be without life. Why is a man without life? If he rejects life, the consequence is death, and at the end of time, he will be gathered where dead people are -- hell

There is God's creation, there is man's creativity (for good or bad) which God permits.

There's a clear line.

Like you mentioned flooding, flooding is a condition, not a natural situation. It's a product of human activities. When you dam the rivers, block natural paths of drainage, you get flood.

Did Adam create sin and then chose to sin or did he choose to sin because there was something called sin already that he could choose and if yes, who created it? And you have not answered my question on freewill. Did God create Angels with freewill too?
