GOVERNOR LALONG LAUDS COMMITMENT OF THE CAS TO NATIONAL SECURITY, URGES NIGERIANS TO EMBRACE PEACE AS NAF COMMISSIONS INFRASTRUCTURE PROJECTS IN KERANG The Executive Governor of Plateau State, Right Honourable Simon Bako Lalong, has commended the visionary leadership of the Chief of the Air Staff (CAS), Air Marshal Sadique Abubakar, as well as his outstanding diligence in the discharge of duties, which he said would surely transform the Nigerian Air Force (NAF) to become the best Air Force in Africa. “We are witnesses to the great attention the CAS has paid to the welfare and training of personnel of the NAF throughout the country. He has also ensured the acquisition of air platforms and other equipment necessary for the operations of the Force”, he said. The Governor gave this commendation today, 9 September 2020, while commissioning some infrastructure projects for NAF personnel at the 205 Combat Search and Rescue Group (205 CSARG) and the newly established Air Provost Training Centre (APTC), at NAF Base Kerang, Mangu Local Government Area (LGA) of Plateau State. The commissioned projects include 2 blocks of 10 x single bedroom furnished residential accommodation for airmen instructors and students of the APTC as well as an Officers’ Mess for officers of the 2 Units. The Governor, who was also in Kerang in 2017 during the ground breaking ceremony/commissioning of the 205 CSARG Headquarters Building, noted that the establishment of the Special Operations Command (SOC) and subsequent siting of the Group in Kerang were glowing evidences of the resolve, commitment and determination of the Federal Government to ensure that law abiding citizens are secured and peaceful coexistence of all Nigerians guaranteed. He noted that the remarkable transformation that had taken place were also hallmarks of the CAS’ dynamic leadership. While highlighting that his Administration, with the cooperation of the Plateau citizens and support of the Federal Government and security agencies, had ensured the return of peace, he noted that there was need for vigilance against merchants of crises who are always scheming to take the State to the dark days. He therefore called on the good people of Plateau State and especially the Kerang Community, who generously acceded to the approval of this expanse of land for the Unit, to continue to maintain peaceful and harmonious coexistence in the interest of national security. Governor Lalong further observed that prior to the establishment of 205 CSARG, the Plateau State Government already had a cordial working relationship with the NAF which, he said, played significant role in tackling insecurity, promoting education and delivering quality healthcare services to Plateau citizens. He added that the establishment of the Group had widened the NAF’s participation in the consolidation of peace and security of the State, particularly in the rural areas. He stated further that, as Chairman of the Northern Governors Forum, he was aware of the deployments of NAF air assets and personnel not only to Plateau State and other parts of the North, but to other parts of the Country where such challenges exist. “On behalf of my colleagues, I register our appreciation to the President, Commander in Chief of the Armed Forces, His Excellency Muhammadu Buhari, and the CAS for responding to our pleas promptly”, he added. While urging personnel of the Service to continue to foster the high standards of good civil-military relations with host communities for which the NAF is known, the Governor reassured the CAS of his Administration’s commitment towards supporting the Service at all times. In his remarks at the occasion, Air Marshal Abubakar, while lauding Governor Lalong’s continued demonstration of strong commitment to the security of the people of Plateau State, noted that the reason for establishing the 205 CSARG was primarily to further bring security closer to the people of the State. He noted that this was in keeping with his Vision upon assumption of office in 2015 which was “To reposition the NAF into a highly professional and disciplined force through capacity building initiatives for effective, efficient and timely employment of airpower in response to Nigeria's national security imperatives''. He further disclosed that, after assessing the structure of the Service, at the time it was observed that it was inadequate to properly actualize the Vision. The CAS noted that deliberate steps were therefore taken to expand the organizational structure of the Service with the creation of 2 new Field Commands, the Special Operations Command (SOC) headquartered in Bauchi and the Ground Training Command (GTC) in Enugu, as well as several specialized Units, including those at Owerri in Imo State; Gusau in Zamfara State; Lafia in Nasarawa State; Agatu in Benue State, Gembu in Taraba State and Bauchi in Bauchi State. Others, he said, included the NAF Detachment in Birnin Gwari, Kaduna State; a Forward Operating Base in Damaturu, Yobe State; Quick Response Wing in Lafia, Nasarawa State as well as the newly established 203 Combat Reconnaissance Group in Gombe, Gombe State and the 205 CSARG Kerang. The CAS noted that the upgraded structure has positioned the Service to more effectively ensure the security of Nigeria and Nigerians, working in synergy with sister Services and other security agencies. Speaking further, the CAS stated that the NAF’s ability to realize the Vision had also been boosted by the immense support of the Commander-in-Chief of the Armed Forces, President Muhammadu Buhari, which had enabled the Service to procure 22 brand new aircraft in the past 5 years, which were already deployed for operations in different parts of the Country. He equally disclosed that the NAF was also expecting 17 additional aircraft to be delivered before the end of Year 2021. The CAS noted that in order to effectively man these aircraft the Service had winged 114 new pilots since 2015, while another 103 student pilots were undergoing various levels of training to become qualified NAF pilots. He further noted that the Service had trained over 2,000 new engineers and technicians with another 500 expected to graduate from the Air Force Institute of Technology (AFIT) by next week. The CAS also noted that the Service had trained over 4,000 Regiment and Special Forces personnel to ensure the protection of its bases and air assets. Air Marshal Abubakar emphasized that the overall objective was to ensure that the Service builds robust capacity to ensure a secured, united and prosperous Nigeria. Earlier in his welcome address, the Air Officer Commanding (AOC) SOC, Air Vice Marshal Charles Ohwo, noted that since the establishment of 205 CSARG in 2017, the NAF had continued to build capacity to ensure that the NAF has capability for effective, efficient and timely CSAR missions. He disclosed that after the first few personnel were trained abroad, the training of subsequent sets of CSAR were conducted locally at Kaduna and Ipetu-Ijesha, due to high cost of foreign training. These personnel, who he said, were capable of tracking, searching, locating and rescuing occupants of downed combat aircraft or personnel in distress, were currently deployed to various Theatres of Operation across the Country. The AOC added that for the Unit to effectively undertake its roles of medical and casualty evacuation, it needs to be strengthened and equipped with platforms, equipment and highly-trained professionals. According to him, the CAS, being mindful of this, had authorized the execution of several projects, which he said, were at various stages of completion. These, he said, included a standard 22-bed Medical Centre, which would not only cater for NAF personnel but also members of the host community and others who may be referred to the facility. Also present at the event were the Plateau State Deputy Governor, Professor Sonny Theoden, and other top Government functionaries of the State, Traditional Rulers form Mangu LGA as well as the Commander Operation SAFE HAVEN, Branch Chiefs from the NAF Headquarters, AOC Ground Training Command and other senior military officers. Hennynitan:Nigerian Army no longer owns Ezugwu MRAP and all the other armoured vehicles it produced under NAVMC army vehicle company. Army is now fully out of Ezugwu business, it's NA established NAVMC has been officially dissolved and legally ceased to be a corporate entity by end of 2019. A new company Eagle Engineering Nigeria Limited with civilian status was formed to take over from NAVMC that had military status before its legal dissolution. FGN thru The Presidency took over Ezugwu to ensure it's survival, The Presidency is afraid that if left to Army hands, the Ezugwu will end up dead like the Igirigi APC wasted by the Army around 2016. Eagle Engineering ceded Ezugwu MRAP, NAC-V, IPV I & II, etc over to DICON ownership also before end of 2019 and all these armoured vehicles became legally a Federal Government of Nigeria owned project and asset to be managed by DICON for the MoD under FGN control. Since President Buhari campaigned with promise of creating a new medium capacity military industrial complex and it has not started any project for it, after Buhari's inauguration of the Ezugwu, he decided to adopt it as FGN project off taker for his military industrial complex, he is funding it via budget and grants via DICON. This take over action of FGN will guarantee long term survival of Ezugwu MRAP and further advanced variant development as a DICON product for local market now, and export market future. Answer to those asking the better MRAP, notice Ezugwu is bigger in size profile, an obvious advantage over ARA II. Comparison = Ezugwu resists 12.7mm ammo (Ball at least, if not AP) VS ARA II resists 7.62mm AP ammo Ezugwu is armed double weapon station for 2 HMG VS ARA II armed 1 HMG Ezugwu has short range night vision 360° PTZ Thermal Imager VS ARA II has no night vision Ezugwu mine resistance is 12 kg VS ARA II is 10 kg TNT Ezugwu costs $200 k VS ARA II is over $270 k This 2020 year Proforce ARA II sales to Chad is due to cancellation of Denel contract to sell 40 Casspir MRAP at $400 k each, Denel delayed delivery, Chad is in a hurry due to Boko Haram and ISWAP landmine-IED threats, Chad changed to faster supplier. Ezugwu beats ARA II all round. Funding from FGN dollars will also advance Ezugwu even more as new variants are developed, while ARA II will suffer low funding as a one man business dependent on BOI bank loans to operate factory. One man business disease also cost ARA II a big foreign partner as the MD-CEO did not want to share ownership with a foreign partner that proposed hi-tech for ARA III variant that will beat the Ezugwu, Proforce shunned them off. Nigeria cannot put national security needs in the hands of a private one man business alone, FGN military industrial complex must grow under DICON, AFIT, NN DOCKYARD all in healthy competition with our private local industries like Proforce LTD, Obasa LTD, etc for procurement sale contracts to supply NA, NN, NAF, NPF. Its a win win win for everybody. +

ecomog1990:Ok!!! Thanks for the enlightenment, bro I will just love the procurement to be more of a competitive advantage and performance basis rather than who is closer to the government. I don't think there is anything wrong with a one man business. Innoson Motors is a one man business and he is doing well plus many other businesses. Competition is healthy for the environment |

ecomog1990:Proforce has more experience and expert knowledge. ARA II is far more stable than Ezugwu. We all know what happens to government owned companies in Nigeria. Na now their eyes just open to giving up majority shares to private investors in the four refinaries. Look at Ajaokuta steel industry. A partnership between the two is the best way to go IMO. |

The security votes received by state governments across Nigeria is far more than the allocation of the defense ministry. Yet the security votes is for the governors to spend at their discretion. Yet any slight gunshot in the state they will start calling for federal help. |

Hennynitan: Ah, bro, no get me wrong oooo!!! ![]() I no talk say one man business is bad o, I only said Nigeria cannot depend on them ALONE for national security equipment, and I also said all of them government & private one man business SHOULD all enter competition for military contracts. That is a wise way to develop our local Def-Sec industry. Proforce as a monopoly with no rival is not a wise situation for Nigeria's defense. |

BabaOwen:It is not even about the effectiveness now, it is about money wastage. What have they used the security votes to do. Is the federal police even 'functioning' with the allocation it receives talk more about state police. If the amount allocated to governors as security votes is given to the military, e get where ego reach. After state police, they Will campaign for local government security outfits and still security situation might not change. Sometimes last month, I read an article about how kogi state government used local vigilantes and hunters to dislodge kidnapper hideouts in the forests around the Lokoja to Abuja road, that is how things should be not calling on the military everytime. The impact of the activities of civilian JTF in the insurgency war cannot be overemphasized. The state police scheme is just another opportunity for politicians to loot because they will definitely have their own allocation. And as usual, more police officers to brutalize and get money from innocent people. Even ministries, agencies and directorates that have nothing to do with security collect security votes https://www.google.com/amp/s/punchng.com/127-mdas-budget-n16-4bn-as-security-votes/%3famp=1 Civil Society Legislative Advocacy Centre (CISLAC) has called for security reform to end spate of insecurity across the Nigeria, lamenting that state governors’ security votes, which is put at N208.8bn annually outweighs the annual budget of police, army, as well as air force and navy combined in the last five years. https://www.google.com/amp/s/thenationonlineng.net/governors-security-votes-more-than-police-army-budgets-in-last-five-years/amp/ |

BabaOwen:They will owe state police salary for 3 months, and state police will be going on strike while robbers take over. These same states that owed workers 6 to 12 months salary 2015-2016, begging FGN to give states cash bail out to pay our salaries that time. |

youghs:Please what is your own source of $134k cost ? Official Army published info said Ezugwu cost $200k. It's made from estimated 80% local materials. Let me not go into the detailed specs of the proposed ARA III because comment replies will be following comment and I don't want to stay long on the thread. Briefly, it was a war winner-game changer proposed specs, and Proforce refusal is part of problems with one man business, be didn't want to share power now that he is selling dozens of vehicles, he wants all the profit alone, and his action cost Nigeria the entrance of our first MRAP with full IFV capabilities, he just shunned off the foreign collabo. That's part of one man business disadvantages, nobody to checkmate him and protect national interest. He keeps selling low tech ARA II to our army while ARA III hi-tech could likely win this war with it's IFV fusion. |

Toju200:Wow! You very funny bro You are trying to correct what you don't understand, biko o. You are mistakingly confusing ARA II MRAPs own ORDINARY 4 sides 4 pieces nearby objects view daylight cameras that all modern MRAPs have, with a military grade one single piece for all round directions mast mounted rotating 360° view PTZ Twin Camera Station Microbolometer technology powered on Ezugwu MRAP that can see far away objects over a kilometer range Do you know the meaning of PTZ ? Check Proforce official website again, ARA II specifications does not include any Thermal Imaging PTZ camera night vision device with Triple Stages DRI. Look again at the Ezugwu photo I chose, I picked a pic showing its PTZ Night Vision Thermal Imager mast showing clearly, do you see such vital equipment on ARA II ? On weapon stations, ordinary roof hatch openings and hull hole firing ports for occupants to discharge personal firearms are not primary armament Cupola, I counted HMG Cupolas, Ezugwu has 2 HMG rotary turrets, ARA II has 1, you are again also confusing HMG rotary turrets with AK-47 hatches – hand held ordinary roof top firing hatch openings.
