How is the 12 hours of electricity measured? If an area enjoys electricity for complete 3 days and zero electricity for the remaining 4 days of the week, where is the 12 hours calculated from? Mean, Mode or median?

I was thinking with this increase, there will be constant light so they can make more money, boy was I wrong.

I get under 12hrs power a day and am not paying a dime cuz gov wike says no meter no pay. If they come to my house i'll beat them up without remorse
