From my understanding of the application guideline, both transcript and certificate are all compulsory documents to be submitted.

So I think you can submit a student copy of your transcript if you have it (instead of having to wait for the main school transcript to meet up with) but must be attested. You can do attestation in your department. Attestation is just stamping and signature...HOD or their staff can do this for you.

I want to believe you have your certificate.

By Postal service.
You will compile all your materials from the application form, to transcript etc and send by postal service if you can't travel to Abuja. or you transfer to anyone you may know in Abuja to help you submit at the Japanese embassy.

I applied for my transcript in my University and it was attested by the Academic Affairs Division. However, I heard our documents needs to be notarized in a court, how true is it that?

There is no online application. Applicants are meant to send their complete docs. to Japanese embassy in Abuja.
