That movie is a paedophile's dream, those kids were overly exploited, regardless of what message they were trying to pass, putting young girls in such positions is outrageous.

I think ratings means in plain words;

On a scale of 1 - 10, how good is the movie?

Where 1-4 is bad , 5 - 6 is average, 7 is good, 8-10 can mean very good or superb.

So when he gives a trash like Cuties 7, he is saying it actually a good movie.
