UAE development was not majorly precedent on external borrowing but on it's oil revenues.This was also unprecedented from it's tourism laws and tax holidays for businesses in the early 2000s.

However,the Persian Gulf War of 1990, in which Dubai as part of the UAE provided military aid to the coalition, unsettled the economy,but in the mid-1990s,it stabilised and many foreign trading communities moved their businesses to Dubai.

Global increases in oil prices allowed Dubai to focus on rapid development of key infrastructure. The success of the Jebel Ali free zone caused the development of clusters of new free zones, including Dubai Internet City(an internet technology area with ownership and tax related benefits), Dubai Media City(a tax-free zone to increase Dubai's presence in the worldwide media) and Dubai Maritime City,which will have many facilities, including waterfronts and harbours.But,in the past decades, Dubai has become known for its successful building projects, including the Burj Al Arab, the world's tallest freestanding hotel and these came from oil revenues.
Hope you do understand Dubai is just a state in UAE out of its 7 states and Abudhabi far outclasses Dubai in just about any infrastructure?!

During Dubai and UAE's development phase they maintained a 20 to 30 % debt to GDP rate, meaning they borrowed and funded projects with loans and paid back with sales of Oil proceed over time

Because an average african has an eurocentric mentality, they would rather buy everything a white\Chinese man makes than what their fellow country man produces, so you see when you give credit you expect the money to be spent on things that will boost our economy but reverse is the case.

The country’s external debt profile continued to rise to $10.72 billion in 2015 Currently, the debt stands at $27 billion as of March 2020 under President Buhari’s administration.

Going by the documents I sighted from the DMO website on the Paris club loan, I noted $6.2billion was what was actually paid. Also, Paris club was not the only source of Nigeria's external debts. So, we may have settled the Paris club loan which was the most significant, but others were not settled.

At a time UAE was borrowing every where to develop world class infrastructure in Dubai and Abudhabi promising to pay back with Oil and Tourism, Obasanjo, Atiku and Okonjo iweala the world bank spy went to give $12 billion of our money to IMF and World bank, claiming Debt relief, while IMF, world bank simply borrowed other developing countries since we are allergic to building Power Plants and love darkness, since we don't want to build refineries because it's our destiny to cue at fueling stations
