During Dubai and UAE's development phase they maintained a 20 to 30 % debt to GDP rate, meaning they borrowed and funded projects with loans and paid back with sales of Oil proceed over time

I do know that 7 states makes up UAE.
Like you said,the debt to gdp ratio of 20-30% at that period simply means that their gdp is far above their debt which signifies a positive trend.
Significant amount of this high GDP component is from UAEs oil sales.

For example, debt to gdp of 25% as said from your write up (25-30%) means a national debt of $25 over a GDP of $100

From above calculation of the debt-to-GDP ratio,The high GDP from UAE signifies high revenues from their oil receipts which was used to build infrastructure in the early 90s.

OBJ built power plants. Go and check the records. That's minus the 800 turbines he ordered for that Yaradua left to rot. Those same turbines were cleared by Fashola recently
