Both surface and underground water belongs to the federal government.

To use water for anything you must be licensed by fg

You can't drill Wells, borehole, dam,etc without a license

A particular amount of land area covering a water body belongs to FG and only FG can appropriate it to anybody

That means someone can just come from Abuja with a license stating that the river in your backyard belongs to him and as such the land surrounding it belongs to him

The controversial water bill is a legislation that was passed in the senate and house of reps that gives the federal government powers to control waters, waterway in any parts of Nigeria infact any where there is large mass of water in the south and middle belt region and used it for the benefit of all Nigerians whether you are in the north or south.

But there has been valid resistance to this water resources bill in the southern part of Nigeria including the middlebelt because of the high level of mistrust and suspicion that it is another RUGA settlement plan that is been orchestrated by the northern elites to conquer the south and take over their water ways and water resources including land.

There is growing fear that the water bill is intend to take over the land of the indigenous people of the south.

Those who are against the water bill feel that the federal government will settle non indigene in their land and take over their water resources.
