On the other case you raised, It has nothing to do with Enugu state. Lokoja or Calabar was the first capital of Nigeria before it moved to Lagos and now Abuja. So it doesn't mean Lokoja or Calabar was the head.

Afterwards Onitsha was the first igbo city that had contact with the Europeans and was also the first place mission and western education first came to in the eastern Nigeria.
