Those who live for themselves and do other things that don't please GOD are bounded by sabbath. So they are required to rest on sabaath day and keep it (and other days) holy. Imagine the blessings they will obtain from GOD by just keeping that special Holy Day. GOD could even use the day to reveal to them what they are doing wrong and right, and help them repent and receive the Holy Spirit to start obeying sabaath properly.

HE is without sin, as HE is GOD. Sabbath is a holy day. Doing Holy Work on Sabbath day does not break the true Sabbath. This doesn't mean HE didn't observe sabbath by resting on the day. If in the course of resting and there is a genuine holy/selfless work to do anywhere , HE would go and do it. HE didn't break the true sabbath. HE broke the pharisees sabbath rule but didn't break the true sabbath from GOD.
He came to save/serve others who need help, without demanding reward from them. This is what holy people are supposed to do everyday. Those who do this are not bounded by sabaath. Though it's good to rest on that day, especially if you don't have much work to do.
