I believe their reason for refusal is off. If only the State can summons the military... then the Panel can because it is State appointed. I was more expecting them to say only a FG panel can summons them . A State should never be in the position to summons a Federal/National agency. Lekki shootings should be investigated by a Federal Panel.

In case you don't know, the Commander-In-Chief of the Armed Forces of Nigeria is a Civilian so dead this Army superiority over civilians nonsense.
