Well, every society has its rules.

Somehow we all agree that people shouldn't be naked on the streets but say it's okay to be seminaked. I don't really understand but that's the law. Then in some places we say it's okay to be naked on public nude beaches because... Somehow, all that makes sense.
We'll even go as far as saying we don't want people to cover their heads in the same society.
