No, evil spirits don't have such ability or capacity or permission. All souls belong to God. Satan cannot create any baby. However, he can possess a child same way he possesses an animal or non living idols like trees, clothes, gifts etc.
On meeting fetish and false prophets for children. It's possible. Satan cannot produce anything good. However, note that as he stole earth, authority, riches and power from man.
