The Dubai Media Office Today announced on twitter that it has approved a 10-year golden visa for PhD holders, ALL doctors, engineers in the fields of computer engineering, electronics, programming, electricity and biotechnology, as well as graduates from accredited universities who score 3.8 and above

Any petreoleum engineering PhD recipient who cannot adapt his skills to today's issues isn't worth hiring.

Actually, any field that you don't improve yourself or try to adapt your skills to modern demands will make u redundant not just petroleum engineering alone.

The much of UAE's economy still largely depends on the sale of crude, although they're doing very fine in their diversification agenda. The oil industry will still be lucrative for many years to come, in as much as the world is aiming for other sources of cleaner energy.
I guess petroleum engineering may not be included because it may be reserved for their people, or else foreigners will just take over all aspects of their economy.
