If there is no solid evidence that a recount can make the election go for another opponent, the state will not sponsor it. So if you want a recount as a private individual you have to pay the workers yourself.

If however you have a case and take it to court, a judge can order a recount if there is enough evidence behind your case. Trump is just disgracing himself, several judges have thrown out his case for lack of evidence.

If the margin of victory in the state is less than 0.5%, the state would do a recount at no cost to either candidate. The candidate requesting a recount has to pay if the margin was greater than 0.5%.

The supreme court nullified the election of Al gore when he contested with Bush.

In algore vs Bush case it was as a result of malfunctioning counting system because it was out modeled, there by giving errors in florida and the numbers were so close. But this case, multiple accusations in at least 5 states that Biden are leading including un solidified allegations electoral frauds which was not in algore case. They are far different. And it won't be easy for trump to have it turned as it stands. The gap is much this time, then, it was so close, I think around 2k, which if recount will go either way because it will swap the electoral college votes for anyone to win.. With the recounts, Bush led by around 600 votes which swapped the electoral collage votes to his favour and he narrowly win by 271 against algore 266.
supreme Court in trump matter has decided likely not to intervene few days ago. That's more problem for him.
