The Special counsel was constituted by Rod Rodenstein - a Republican, after Trump gave an interview to Lester Holt confirming that he fired Comey because of Russia thing. That's confirmation of obstruction of Justice live on TV. In fact, the Russia thing would have gone nowhere, if Trump did not implicate himself. Jeff Sessions then recused himself from everything.

The appointed special counsel is a Republican.
