Those waiting for goverment to provide evidence to incriminate itself are delusional.

If anyone wants to prove misdeeds the only route is through investigative journalism, the way it is done worldwide. You go after admissions and confessions, you lay traps and stings. Someone is related to someone who is related to someone who was presumptively an active participant in something....

Get them talking and record conversations. That is how it is done. It is impossible for government to effect 'radio silence' of everyone concerning everything forever. Someone will talk...eventually.
