You're looking in the wrong place. You only see that after you've opened an existing thread/topic.

If you really wanna create a new topic, click/select the particular section your new topic relates to, from there u shall see 'new topic.

2 is the new topic tab

@Jobfront, You can't open a topic on the homepage of this forum. Simply open the topic in the section it belongs to; Seun or mukina will transfer\duplicate it to home page if they find it in d section you posted it.
