You will do change of title provided the old survey is properly done, record copy lodged, the land dimension still intact and the surveyor who signed it is still alive, if not you will do a new survey in your name, however, the cost of both new survey and change of title is almost the same.

Consult a building iron bender not a welder.
Buy 10 lengths of y16 for the columns; 20 x y12 for lintel and 20 x y10 for stirrups and monitor how far they go.

We should be able to help. Possibly post some pictures of the stage you are in and post a quote for your next stage. It is possible to pin point any leakages being propagated by your engineer.
