$1.5 billion was also tied to two projects in Nigeria, namely: Nigeria COVID-19 Action Recovery and Economic Stimulus – Program for Results (Nigeria CARES) and the State Fiscal Transparency, Accountability and Sustainability Program for Results (SFTAS).

I guess this is the reason for the second wave of Covid19

It's only a daft and visionless government that survive on borrowed money (loans).
Why do government have savings,it's because of the rainy days.A government without plans,hinged on financial recklessness is dead.
Even if they borrow the whole money in the universe, without the Awakening or stimulation of the economy,there will still be problem..

The government is carrying out some massive projects across the states; all these projects cannot reach completion without source fund outside; this is how even the developed countries sustain; they also borrow... USA is owing Saudi Arabia trillion of dollar as it stands, same goes to other developed countries
