owerri cannot make such list, everything there is basic.

it's just a very small town, less than 150km^2, compared to gigantic cities like Ibadan, Kano, Lagos, port Harcourt with rich history of development dating back to the precolonial era and still developing.

population is also an important criteria.

Lagos ----- 9million people

Kano ------ 3.6million people

Ibadan ----- 3.5 million people

port Harcourt ----- 1.5 million people

these are complete cities, with almost everything in place.

probably, Owerri is less than 250,000 people.
