...My experience in a new redeem parish attended today was somewhat embarrassing but lessons learnt!!!

There has to be a root database that can link to the other identification means, and in this case the NIN is the social security number.

BVN
Passport
And Drivers licence creates room for multiple databases therefore complicating the social security system.

I support the NiN to be registered to a number and the number to the BVN and BVN to the driver's licence/passport student id or whatever id that the citizen posseses, the NIN being the root Database which contains all data, thereby making the national identity card an integrated piece of identification, that is compulsory for every citizen.

That would make the national card viable for travelling within visa free regions in the absence of a passport. And for petes sake make the card electronic!

Sometimes I wonder about people in leadership positions in Nigeria honestly...

but the timing is wrong, like several people said , this nimc was a failure from the onset, i registered i never got the real number or the real card

also now that every country is shutting down they are opening registration centres up and down for an excercise that should have been completed more than 8 years ago ?

SERAP is not your enemy, unless you want Buhari to silence them too , they actually are one of the few organizations that embarrass Buhari when his stupdity manifests

As for Patanla , i do not think he knows what he's doing either , Nigerians shouldn't be coerced into doing any silly registration at this time of pandemic

This has proven SERAP as a big failure concerning legal matters. I worked in bank and I know lot of legal things concerning privacy policy of all these platforms they mentioned. You can't verify someone's BVN, NIN or any other ID without the consent and or presence of the holder of the ID card, it's a big breach to law unless when court order is taken.
Honestly, SERAP's suggestion seems wiser and easier but is very very dangerous to our privacy & complicated to the NSPs. Many ppl are using pre-registered SIM cards on those platforms but this current order will give clear picture and consent of clients on the possession of SIM cards.
The most important things for everyone challenging this move to learn is, all those ID cards mentioned can't be obtained for persons below 18yrs including BVN but NIN can be obtained at all age.
Honestly, the SERAP and those who back them have lost their intelligence concerning this debate because govt have more reasons to stand by their order than them.

Are you sure that Nigerian passport can not be obtained for persons below 18?

It could neither understand nor stand or countenance the temerity of Citizen Faith Okafor in challenging, as it were, the directive of the Government of Lagos State that every person must stay at home and away from the streets of Lagos State on every last Saturday of the month save those so authorized to be on the street. Under Section 41(2) of the 1999 Constitution (as amended), for any law or every direction by the Respondent to merit justification, the restriction must be directed at any person who has committed or is reasonably suspected to have committed a criminal offence. The Respondent thus has no such carte blank cheque to direct the restriction of movement of free and innocent citizens of this country, merely because they reside or find themselves in the centre of excellence, Lagos State, on the streets of Lagos State on the last Saturday of the each month and prosecuting and convicting such persons, like the Appellant, for any offence not prescribed by any written law as an offence in Lagos State.

Applying the law to the facts, if a Governor of a State had no right whatsoever to impose his will on a citizen unless that will was captured in legislation, then the Honourable Minister of Communications and Digital Economy has no power whatsoever to place restrictions on the fundamental right to freedom of expression that did not align with constitutional provisions.

In plain English, unless it can be proven that the Honourable Minister's actions are backed by law, then this is not a case of enforcing the law, but a case of breaking law by the very arm of government tasked with ensuring that the law is enforced - that is the executive.

The fundamental right to freedom of expression and the press is enshrined in Section 39 of the 1999 Constitution of the Federal Republic of Nigeria.
It is not an absolute right. It has 5 limitations.

This right can be limited only by laws and not directives of the Honourable Minister that have not passed legislative scrutiny. The Honourable Minister should do the needful and align his proposals with the rule of law stand of the current administration.

The executive powers of the Governor of any State must be exercised in accordance with law else the Courts will not shy from holding as invalid any law, an executive or administrative action that is not reasonably justifiable in a democratic society, be it in the interest of defence, public safety, public order, public morality, or public health, or that it is not for the purpose of protecting the rights and freedoms of persons in any part of the Federation. The Courts shall intervene to curtail or nullify abuse of powers and authority not supported by law. See GOVERNOR OF LAGOS STATE VS. OJUKWU [1989] 3 NWLR (Pt.18) 621, and OBEYA MEMORIAL SPECIALIST HOSPITAL VS. ATTORNEY-GENERAL OF THE FEDERATION & ORS. [1987] 3 NWLR (Pt.60) 325.

Applying the law to the proposals of the Honourable Minister, unless it can be proven that his directive issues from the law, his curtailment or attempts to curtail the fundamental right to freedom of expression are not in line with the Constitution.

Only then can his directives be supportable before a court of justice. Until then the executive powers of the Honourable Minister has been exercised in discordance with Nigeria's immutable law - the Constitution of the law which the Honourable Minister ought to uphold

There is thus every likelihood that our courts will hold his actions as invalid and not reasonable justifiable. The courts shall have no choice but to intervene, curtail and nullify the said abuse of powers and authority for lack of conformity with our laws

Nigeria is becoming too sophisticated to continue with the current absolute freedom everyone enjoys -including enjoy exploiting. The western nations’ majority of Nigerians seem to see as heaven do not grant their citizens one-third the freedom. You are in the spirit bro, there has to be a root Database.
I suggested the NIN because;

1-it should have a Social security management system, the BVN could be used as the root Data, if it had a social security management system allocated to it.

2-Secondly the BVN has no tangible id means, ie a readable card, its more or less like a password with biometrics attached to it, however the NIN has a tangible id which is the National card, so if the cards are created with electronic readability (like atm cards), its best to be used as the root Database. The Biometrics and account data of the BVN can be integrated to the National id card.

Stupid and foolish people everywhere. NIM registration had been on for yrs before COVID. Asking the ministry to go and get phone numbers from BVN even makes SERAP be more stupid. My BVN is confidential to me. No institutions have the right to take my information without my consent. If you have your NIN simply dial codes provided by your network provider. No kangaroos called NGO can't drag us back.

In 2013, the Court of Appeal in AG & COMMISSIONER OF JUSTICE, KEBBI STATE V HRH, ALHAJI AL-MUSTAPHA JOKOLO & ORS [2013] LPELR-22349 (CA) per Joseph Tine Tur, J.C.A had reason to determine how Section 41(2)(b)(ii) 1999 Constitution of the Federal Republic of Nigeria (as amended) would apply when it said in part:

" The further intention of the Constitution is that restriction or curtailment of the rights of an individual to move freely within and outside Nigeria or reside in any part of the country should be in accordance with the provisions of Section 41 of the Constitution… No body or authority can interfere with any of the fundamental rights enshrined under Chapter IV of the Constitution of the Federal Republic of Nigeria, except on the condition that can be supported before a Court of justice…. The executive powers of the Governor of any State must be exercised in accordance with law else the Courts will not shy from holding as invalid any law, an executive or administrative action that is not reasonably justifiable in a democratic society, be it in the interest of defence, public safety, public order, public morality, or public health, or that it is not for the purpose of protecting the rights and freedoms of persons in any part of the Federation. The Courts shall intervene to curtail or nullify abuse of powers and authority not supported by law. See GOVERNOR OF LAGOS STATE VS. OJUKWU [1989] 3 NWLR (Pt.18) 621, and OBEYA MEMORIAL SPECIALIST HOSPITAL VS. ATTORNEY-GENERAL OF THE FEDERATION & ORS. [1987] 3 NWLR (Pt.60) 325.

Applying the law to the proposals of the Honourable Minister, unless it can be proven that his directive issues from the law, his curtailment or attempts to curtail the fundamental right to freedom of expression are not in line with the Constitution.

Only then can his directives be supportable before a court of justice. Until then the executive powers of the Honourable Minister has been exercised in discordance with Nigeria's immutable law - the Constitution of the law which the Honourable Minister ought to uphold

There is thus every likelihood that our courts will hold his actions as invalid and not reasonable justifiable. The courts shall have no choice but to intervene, curtail and nullify the said abuse of powers and authority for lack of conformity with our laws
