Sadly, this lockdown for junior government workers will certainly affect distribution of APLs, especially for recruitment. Agencies will find every excuse to delay recruitment and pocket the money meant for new staff. We're looking at February or March now.

Junior staff? It's from level 12 downwards. So it's both junior and senior staff.
