Simply collect the money in cash, park your car carelessly along a ghetto street, naturally your car will get stolen, go to the police and write a statement reporting your car snatched at gun point with your wallet and other valuables including your NIN, then simply spend your 3 million dollars responsibly...if your NIN is used for illegal purposes, you have your police report as an alibi and a humble bank account with no trace of unusually large amounts of cash, an average lawyer can get you out in minutes...
