ANTI-BANDITRY OPERATIONS RECEIVE BOOST AS CAS INSPECTS PROPOSED SITE OF NAF FORWARD OPERATING BASE IN FUNTUA, KATSINA STATE

In furtherance of efforts to extend the reach of its operations in the fight against armed banditry and other criminal activities in the North West of the Country, the Nigerian Air Force (NAF) is set to establish a Forward Operating Base (FOB) in Funtua, Katsina State. This was made known today, 7 January 2021, by the Chief of the Air Staff (CAS), Air Marshal Sadique Abubakar, while on an inspection visit to the site of the FOB.

The CAS, who was accompanied on the visit by the Air Officers Commanding of the Air Training Command and Special Operations Command as well as some Branch Chiefs and Directors from the NAF Headquarters, was received at the FOB site by the Sarkin Maskan Katsina, the District Head of Funtua, Alhaji Idris Sambo, as well as the Head of Administration, Funtua Local Government Area, Alhaji Umar Mustapha, who both expressed delight with the development. They remarked that the establishment of the FOB would translate to enhanced security, thereby contributing to the improvement of the overall well-being of the people of the area.

Speaking to the Press after the site inspection, Air Marshal Abubakar stated that the NAF, working in synergy with sister Services and other security agencies, remains irrevocably committed to ensuring the safety and security of all Nigerians, wherever they may reside. He highlighted that the new FOB, when completed, would reduce the response time of NAF attack aircraft to emergencies within the area, thereby bringing security even closer to the people. He therefore solicited the support and cooperation of the people of the area for the successful take-off of the project.

While noting that security is an all-inclusive endeavour that requires the involvement of all citizens, the CAS equally encouraged all people in the affected areas to provide relevant information that would assist security agencies in ensuring their protection. Air Marshal Abubakar, while expressing appreciation to the Katsina State Government for allocating the land to the NAF, also directed the NAF Directorate of Works and support elements to immediately commence work, towards speedy completion of the project.

COVID-19: NAF DISTRIBUTES MORE LIQUID OXYGEN TO ISOLATION CENTRES IN ABUJA

As part of its ongoing contribution towards the Federal Government’s efforts in managing the second wave of the COVID-19 pandemic, the Nigerian Air Force (NAF) today, 7 January 2021, distributed more free Liquid Oxygen (LOX) to designated Hospitals and Isolation Centres in Abuja. The latest beneficiaries of the supplementary batch include the University of Abuja Teaching Hospital, Gwagwalada and the Department of State Services Isolation Centre in Abuja, who had benefitted from the earlier batch distributed in September 2020.

The oxygen, which was produced by the NAF LOX Plant at the 103 Strike Group (103 STG) Yola, were airlifted by the NAF C-130 Hercules aircraft to the Nnmadi Azikiwe International Airport, Abuja and handed over to the beneficiaries by the Chief of Medical Services (CMS), Air Commodore Gideon Bako, who was represented by the Commander 063 NAF Hospital Abuja, Group Captain Muzzammil Muhammed.

Speaking during the handing over of the oxygen to the beneficiaries, the CMS assured that the NAF would continue to provide the free oxygen to Hospitals and Isolation Centres in line with the directive of the Chief of the Air Staff, Air Marshal Sadique Abubakar.

On his part, the Director of Medical Gases, University of Abuja Teaching Hospital, Mr Nathan Yatufate, who spoke on behalf of the beneficiaries expressed his delight at the gesture by the NAF, noting that the oxygen has been instrumental in saving the lives of most COVID-19 patients in recent time.

Meanwhile, the NAF, had on 6 January 2021 provided cylinder of the LOX to the Maitama District General Hospital, Abuja for the treatment of COVID-19 patients. The Management of the Hospital thanked the NAF for providing the oxygen which, they said, remains the most critical need for the treatment of COVID-19 patients in the Hospital.

OPERATION LAFIYA DOLE: AIR TASK FORCE INFLICTS HEAVY CASUALTIES ON BOKO HARAM TERRORISTS IN ALAGARNO, SAMBISA FOREST AREAS OF BORNO STATE

1. The Air Task Force (ATF) of Operation LAFIYA DOLE has inflicted heavy casualties on Boko Haram Terrorists (BHTs) in the Sambisa Forest area of Borno State and taken out their hideouts in Alagarno, including a compound housing some high-value BHT leaders. The compound, concealed under thick vegetation and located 2.3Km North East of KAFA, was being used by the terrorists to coordinate their nefarious activities.

2. The destruction of the locations was achieved through multiple air strikes executed on 6 January 2021 as the ATF dispatched appropriate force packages of Nigerian Air Force (NAF) fighter jets and attack helicopters to engage the target areas in day and night raids. The BHTs were spotted under the dense vegetation of the locations and the NAF attack aircraft took turns in engaging the targets, neutralizing several of them.

3. The Armed Forces of Nigeria will not relent until all enemies of the Nation are neutralised and normalcy is restored to all troubled zones.

Reactions As Kidnappers Slept Off After Kidnapping Their Victim

God is still performing wonders just believe in him. The prayer of everyone is that God should put confusing in the midst of our enemy and make them sleep until they forget about us.

There was a mild drama concerning the arrest of some kidnappers in Gombe State after they allegedly slept off during duty.

According to Punch Newspaper early the Gombe State Police Command has nabbed some kidnappers who slept off after kidnapping their victim and demanded for 5,000,000 naira ransom.

Information revealed that the victim, Alhaji Babayo from Shekoji village in Akko Local Government Area of Gombe State was kidnapped by the Gunmen on his farm and marched him into the forest where they trek for hours, but after they got tired, they decide to rest but slept off and the victim escape back to his village.

After Alhaji Babayo got to his village, he told the elders who informed the police, and they went after them but fortunately when they got there the kidnappers were still sleeping, but in an attempt to escape after the police got there one of them was shot dead while trying to escape and others were arrested

yes . as a soldier you have to wear your national military uniform . dont think chadians will appreciate to see poeple wearing their uniforms

in classic wars against another country if enemy catch you without your uniform or wearing another uniform you will lose your status and rights as prisoners of war.

Regarding the naval dockyard, Which company is operating it? Reading a book by Okonjo Iweala and came across a paragraph regarding the dockyard and a company named privinvest attempting to push Nigeria into a huge debt trap. Okonjo Iweala blocked the deal till she left office. Who has any idea information regarding the dockyard?
Re: Battle Field Discussion (picture/video) Of African Military . by Whyem15: 6:31pm On Jan 08, 2021
On a hot July afternoon in 2014, President Goodluck Jonathan rang me in my office and asked that I join him immediately for a meeting with one of his senior presidential advisers, the Chief of Naval Staff, and two representatives from a Middle East ship building company. When I arrived about fifteen minutes later, the meeting had already commenced, and the President asked the Chief of Naval Staff to summarize for me the essence of the proposals on the table. I was used to being summoned suddenly to the President’s office for important discussions. He had developed a good sense of when to ask for additional help or reinforcements. At these times, I listened carefully to absorb both the material and the atmosphere of the meeting very fast because either large sums of money or tricky problems were on the table. According to the Chief of Naval Staff, the navy was confronting serious challenges because its old and inadequate ships, specialized boats, and other types of equipment were hampering it from carrying out its functions of patrolling and protecting the country’s coastal waters. The naval dockyard was not equipped to carry out the repairs and maintenance of naval assets. The business proposal from the group from Abu Dhabi was to take over the naval dockyard, reequip and refurbish it, and use it as a base for the repairs and maintenance of naval vessels and the construction of new vessels. In particular, one of the navy’s key assets, the ship NNS Aradu, which was badly in need of repair, could be refitted and modernized in the dockyard instead of being sent abroad for repairs. All that was needed, according to the Chief of Naval Staff, was for the navy to ensure an adequate supply of vessels for repair over the term of a memorandum of understanding with the company and/or guarantee the purchase of a number of new boats to be built in the dockyard sufficient to allow the company to recover its investment with a margin.
When I asked about how large this investment needed to be, how it would be made, where the resources would come from, what types of revenue streams would be needed to underpin cost recovery, and how long the agreement would be for, the company representatives—two young men—looked somewhat baffled and irritated. They seemed to think that they were in the presidential office to finalize a deal, not to respond to questions from someone they had not met until then. The Chief of Naval Staff said that this arrangement would cost the government nothing. The company was ready to invest the very serious sum of $2 billion in the business. At that moment, I knew there must be a catch and this must be why the President had sent for me. I was already worried about the notion of guaranteeing a number of boats for repair or purchase sufficient to ensure a return on the company’s investment. Now there was also this ostensible $2 billion in investment. The Chief of Naval Staff turned to the business representatives for further explanations and answers to my questions. The men explained that their company, a large and well-known shipbuilding consortium known as Privinvest, was prepared to modernize the dockyard and set up modern shipbuilding facilities. To do this, they would seek out banks that could syndicate $2 billion in loans, which would be borrowed in the name of their company to make the investment but would have to be guaranteed by the Nigerian government. Finally, the deal was fully on the table. The government would guarantee the loan, the stream of revenues sufficient to make repayments, and a margin left over for the investors. Who wouldn’t want to invest in Nigeria on such terms? How could an investment proposal that left the government with all the risk be taken seriously? I asked the investors for their business plan, and they said they had none—at least, not there. I signaled my unease to the President and pointed out that the guarantee was tantamount to the government taking a loan and, as such, would have to be approved by the National Assembly. We would need to include it in our debt-sustainability analysis to test the country’s ability to absorb and service the loans, particularly if it was to be on commercial terms. The President immediately said that given the issues I had outlined, the proposal needed more work and so the investors and the navy needed to work with me and the Finance Ministry to sort out the issues. Once we had made headway and if it looked feasible, we could revert to him.
I could see that the Privinvest representatives looked far from pleased and had not been expecting this type of meeting. The presidential adviser had the “I told you so” look, as though he was thinking, once you get this woman involved, then this won’t work. The Chief of Naval Staff looked puzzled but remained constructive, assuring the President that they would continue to work with me and my team. The Privinvest representatives said that they had to leave but could return to Abuja in a couple of weeks to continue the discussions. Back in my office, I consulted members of my team to hear their views. All agreed that my assessment was correct: we would have to count the guarantee as a loan and therefore assess whether it was a high-enough priority to justify government borrowing on commercial terms. In addition, we would indeed need to get approval from the National Assembly. Ever since the 2005 Paris Club debt relief agreement that I had spearheaded under President Olusegun Obasanjo’s leadership, which had allowed Nigeria to get rid of a massive $30 billion of debt, the country’s external debt had been managed very carefully. Returning to office as Finance Minister in August 2011, I continued working with the Debt Management Office to maintain a careful approach to external debt. We focused mainly on concessional loans from the multilateral institutions and China. A $2 billion commercial loan would have increased our external debt stock of about $8.82 billion (as of December 2013) by a sizeable 23 percent. It seemed clear to me that the proposed investment approach was a nonstarter and that we would have to present our findings at the next meeting. We could not entangle the country in such debt! A few days later, the Chief of Naval Staff visited my office, and I explained the financial implications to him and the fact that we could not involve the country in such heavy financial obligations. He was distressed and said the navy was on the verge of not being able to fulfill its functions because of the dilapidated state of its assets. How could they block oil thefts, patrol waters to prevent piracy, and play a role in the war on terrorism without proper equipment? He argued that some way forward had to be found to work with Privinvest, given that the navy had been in discussion with the company for months and had even signed a Memorandum of Understanding..........................
........I invited the Finance Ministry’s public-private partnership team, headed by Dr. George Nwangwu, to brainstorm with me, and we proposed a joint venture between the navy and Privinvest within the frame of a special purpose vehicle (SPV). The joint venture would undertake the rehabilitation of the dockyard, repairs and rehabilitation of naval and other maritime vessels, and construction of new boats. The federal government’s equity in the venture would be the dockyard. Privinvest would contribute at least $200 million of its money as equity, and the special purpose vehicle would take out the necessary loans in its own name. The federal government would help to ensure that all maritime agencies used the new venture for their service needs. The new company would try to market its services to all maritime stakeholders and companies, including in neighboring countries. We invited Privinvest for discussions on that basis, and its representatives largely agreed but insisted that the Finance Ministry sign an agreement with a performance guarantee that ensured that the federal government would still guarantee the borrowings of the specialpurpose vehicle to the tune of $1.8 billion. I again refused to do this, even though I knew it would upset some people. Thus, we ended the administration without closing the deal, which was the way I thought the proposal should end. We had worked hard and demonstrated to the navy our willingness to find a viable solution. At the same time, we had avoided what I saw as a very risky financial proposition for the government. The full reality of what we had saved the government by rejecting the Privinvest proposal was made clear to me after I left government and learned of the problems faced by Mozambique from the $850 million bond that had been floated by Ematum, a new government tuna fishing agency, and guaranteed by the government to fund the acquisition of ships, trawlers, and other items through a contract with none other than Privinvest. The issue came to light with the inability of Ematum to service the loan and difficulties for the Mozambican government to do the same due to the dramatic fall in the price of oil and gas starting in late 2014 and continuing into 2015. It was alleged that the loan, which significantly increased Mozambique’s external debt, did not pass through Parliament. When it came to the attention of the international monetary authorities, such as the International Monetary Fund, it caused Mozambique further difficulties. I could imagine a similar situation for Nigeria if we had gone through with the Privinvest deal as presented to us. By taking a firm stance against Privinvest’s proposed multibillion dollar guarantee by Nigeria and at the risk of upsetting important stakeholders, we had saved the country from what could easily have become an embarrassing and burdensome fiscal situation.
