The government keep track of the money in circulation through the banks(they actually know the extimate of the money in circulation) the money in any economy must be equated with it's productive capacity,if not that country's currency will be useless, that's what grounded Zimbabwe's currency,so Nigeria cannot have trillions of dollars circulating in her economy,The government have a way to balance it through CBN.
