Well, this world does not mean the EARTH. This World refers to SIN. Satan is the god of sin. As to who is in charge of the Earth, let's here what the scriptures teach:

Psalms 47:1-2,6-9

[2]For the Lord Most High is awesome; He is a great King over all the earth.

Those who believe Satan is the temporary God of the Earth cite Matthew 4 when Satan told Jesus he would give Him all the Kingdoms of the world as the basis of their position; but did Jesus believe what Satan told Him? NO! Besides, what is the devil's track record? He is a Liar! Why then do many believe in the devil's claim? Well, God controls the Heavens and the Earth.

If the world was ruled by the Lord God , it would go the way He wanted and planned it .
There wouldn't be need for the Lord Jesus to tell us to hate the world . It means we will have to follow his rulings by following the world system which He instituted .

But that is not the case here . The Bible tells us :

John 15:19 KJV
If ye were of the world, the world would love his own: but because ye are not of the world, but I have chosen you out of the world, therefore the world hateth you.

The world is going the way of the devil , that is why it is going to be destroyed :

1 John 2:15-17 KJV
Love not the world, neither the things that are in the world. If any man love the world, the love of the Father is not in him.
[16] For all that is in the world, the lust of the flesh, and the lust of the eyes, and the pride of life, is not of the Father, but is of the world.
[17] And the world passeth away, and the lust thereof: but he that doeth the will of God abideth for ever.
