Estonia.

Latvia.

Through study route with valid documents then she can move to bigger EU countries with good economy (Germany, Netherlands, Brussels).

That money small but still e go take her somewhere. I no go advice African countries, I get European countries I fit advice her to go sha.
I get Czech, Malta and Poland for mind for her. I dey pick this 3 countries cos she still young and get strength for work(I guess na hustle dey carry her Jan) mind you when I say work I no mean Ashana o

I pick this countries cos dem dey EU and your money self small. If you pick Czech or Poland, possibility of her getting her visa within the shortest of time dey low if she no get better financial statement or make you get ham. Find 500k join that 1.5m to make your process fast and less stress cos make I no lie you, you go use up to 2m for this two countries and process dey take time. E fit reach 4months if e fast, 6months if e slow and 1year if village people get her time, but above all sha dey pray.

Now Malta, Malta small and yes jobs dey and standard of living dey OK. 1.5m go carry your sis reach but wages poor I no go lie you. Average wage Note up to 200€ per week. If you get luck you fit see 130€ per week job and trust me you go work your ass off.
Just reason this countries and try any

She could try being a HHA in the US, Canada, or another country. She could also be an au pair in those places. Several countries have immigration programs specifically for these jobs.

Only west Europe btw. Do not send her to east Europe or even south. Trafficking and worker abuse is a real threat.

Being an HHA or au pair would give her free housing and decent enough pay to save, study, and upgrade her employment/lifestyle. Depending on how good of an employer she has, she may earn quite a bit of money and never pay for necessities. Some families treat these workers like blood, even allowing them to bring their children into the household.

Op just listen to this guy. Poland is a great option. That amount will get you job + work permit + accommodation.
And cost of living is quite manageable.
