He really can't negotiate with Boko Haram. BH has a strong ideology that will be impenetrable in terms of negotiation, and has ISIS backing, and part of what they want is a caliphate, with Will threaten the sovereignty of the country, so it will be difficult to negotiate with them, Bandits very possible, give them plenty money and be paying them monthly stipends, buy then that is not the best approach.
