I forgot FCT is a ministry so this doesn't apply.

The CSR Service has provisions for transfer of service. It's possible. However, to do that, there must be vacancy for your grade level, position and Cadre in the target federal agency. But most importantly, you must have a long leg, for you to be able to do that successfully. If no big wig is backing you. My guy, forget.

FCT is not a State, all it activities is control by Federal government. That's why they don't have governor or governorship election, rather the president appoint someone as a minister of FCT

Possible, you can even transfer from a State civil service to FG only that your level will be dropped by one, example if you're on State 10/2 you'll be dropped to FG 9/1or2. All you need is the right connect.

Check the PSC there should be a provision for inter ministerial transfer. To cut this short, my wife was recently transferred from a Ministry to another.
