Mental capacity isn't literally a person's intelligence just ability to make decisions. Just because I have to read 2+2 doesn't mean that I have to know it equals 4. I can look at something without having to understand it. Your eyes detect light reflecting of objects and your brain converts that to an image knowing what said image actually is, is secondary. Now If you're performing such actions at light speed then of course you can process information at light speed.
