He attempted to transfer a sum of money #70000 to someone yesterday, but somehow, by mistake, the money was transferred into a strange account.

He was at the bank this morning to lodge a complaint, but he was advised at the bank to use a friendly approach in retrieving the money back from the owner of the account that the money was transferred to, since he was the one that sent the money by himself

He has been calling the guy ever since, but the guy has been elusive in his response, saying something like; I will only resend it when it pleases me, let me think about it and all sort of vague response.

Pls, is there any thing that can be done to recover this money?

Lodge a formal complain with your bank. Lodge as a case of fraud.
If need be let a lawyer (which is the best) help you write the petition and let all relevant agencies be copied. You will see the way the bank will quickly respond.
The receiver's Account/BVN will be flagged if he doesn't show up at the bank cuz the bank will invite him. And that means he can't operate any account in Nigeria with his BVN.
If he elwas eventually caught on the run, it's a jailable offence.

Our banking sector is not helping issues aswear, that's how hackers will transfer money from your account to another account and bank will refuse to let you know the recipient. Sometimes I suspect the staff.

But in this case it's no fraud because the money was transferred by him to the account, and there is no evidence of communication from him to the recipient, so tagging it as fraud is deformation of character. He has the right to sue you too for such act. All the bank can do is to reach out to the owner of the account and find a way to withdraw the money back.

same thing happens when you recharge airtime on a wrong phone number, the network provider has no hand in it because you weren't doing it on duress.
