PPP is not a silver bullet; the government has to play the role as a regulator and this is again where the problem lies! Look at the DisCos for instance. They increase tariff and promise to deliver 16 hours of electricity in return. When they fail to do this, NERC does nothing! Look at the airlines; they cancel flights indiscriminately and FAAN / NCAA does nothing to protect rights of the passengers. NCC and the mobile networks! Before we think of PPP model, we need to strengthen our institutions |
