@spyder008 is right, there are so many variables. I am not a builder but I had a first hand experience with mine which is similar to yours. It has all rooms ensuit with no parapet and long span roofing. Here is a cost breakdown:
Foundation: 3 million
Ground floor: 1.5million
Decking: 3 million
First floor : 1.5 million
Parapet: 1.5 million(not sure of this one)
Noggins/roof(long span): 1.7million
Plastering: 1.5million
Window casement: 1.2 million
Window/edge hood: 500,000
Plumbing: 500,000
Gatehouse: 500,000
Electrical conduit/wiring:600,000
Fence/Gate: 850,000
Window protector: 500,000
Stanchion/borehole/ tanks: 500,000
Septic tanks(2): 200,000
Finishing not included, based on your taste.

I was initially thinking 2.5m could do the foundation due to the good nature of the soil. Guess I was wrong.

With your quote above I guess N22m well managed could finish that building. I'll need a prudent builder for this turnkey project

What you need to do is be specific. The plan of the house is not yet seen, maybe you plan to do extra large rooms, maybe there are wide cantilevered terraces, maybe there are conditions in the soil that needs treatment, maybe you will love to have a concrete parapet fascia, maybe you are planning to use stone coated roofing tiles, maybe you want to screed all walls, maybe you want POP ceiling in every room, maybe you are looking to install top of the range toiletries, maybe you want security doors in every room, maybe you need kitchen and wardrobe accessories in every bedroom...........

There are just too many maybe's which could shoot the cost over 30 million naira, so we are just guessing until the specifics are all brought to the table grin

Project specifics include:

1. Very stable land
2. 24m X 11m building
3. 3 bedroom 2WC and 1 visitors WC per flat
4. 3.3 x 4.3 rooms
5. Concrete parapet with metro tiles
6. Moderate finishing (no top of the range products)
7. POP ceiling only in the sitting room and dinning

@Spyder880 can N17million excluding land go for four flats of three bedroom each from foundation to key handover.
