Why ASUU should accept FG’s offer — Ngige

Minister of Labour and Employment, Chris Ngige, has expressed optimism that members of the Academic Staff Union of Universities will accept the new offer by the Federal Government and end the eight-month strike which began in March.

He urged ASUU to hasten consultations with its members in order to return to the negotiation table before Friday.

“I feel that even this offer is one of the best they have ever gotten since I started conciliation with them. I do not see why they should not accept it. Everything they asked for has been granted. I don’t think they should say the offer is not good.

“But I told them before they left that asking the nation and the students to wait from Friday to Friday is unfair, they should come back to us by Tuesday. They have done that before when we negotiated with the Senate President. The offer was made on a Thursday and they came back to us on a Tuesday.

“So, that’s what I expect them to do this time around. If they do so, the nation will appreciate them and regard them as patriotic citizens of the Federal Republic of Nigeria. I expect them to get back to me much earlier than Friday,” the minister, who spoke on an Arise TV interview monitored by The PUNCH, said.

The PUNCH had reported last Friday that the Federal Government accepted the demand by ASUU that the lecturers be exempted from the Integrated Payroll and Personnel Information System.

The government also offered to increase the Earned Allowances to university staff from N30 billion to N35b and the Revitalisation Fund from N20b to N25b.

The development came after weeks of negotiations and disagreements by the FG and ASUU, which proposed the University Transparency and Accountability Solution as its preferred payment platform.

Reading out the communique at the end of a seven-hour negotiation with ASUU members in Abuja on Friday, the Minister of Labour and Employment, Senator Chris Ngige, had said the government also agreed to ASUU’s demand to pay their members’ salary arrears from February to June through the old salary payment platform, Government Integrated Financial and Management Information System.

The breakthrough in negotiations is expected to end the eight-month strike embarked on by the university lecturers as parents and students wait on ASUU to call off the strike.

JUST IN: Strike: FG Making Smooth Negotiation Difficult —ASUU
The Academic Staff Union of Universities has accused the Federal Government of frustrating efforts to resolve issues that led to the ongoing strike action embarked upon by the lecturers.
The National President, Prof Biodun Ogunyemi, said this on Politics Today, a programme aired on Channels Television and monitored by our correspondent.
He explained that the Federal Government has refused to take the necessary steps in addressing the strike action.
According to him, the delay in adopting ASUU’s preferred platform, the University Transparency and Accountability Solution, is one of the major reasons why the strike has not been suspended.
He said, “The strike is still on as a result of the FG not taking the necessary steps. We gave them two weeks to address our five points demands.
“We engaged the government but they were not forthcoming. They had a whole year to address those issues. They gave us positions that were not acceptable to our members.
“During our first meeting, we thought they were almost resolving the issues.
“What compounded the problem is the issue of IPPIS. We have said that it is a distraction. There is no university in the world that IPPIS is being used.
“We have done three presentations of UTAS to the Minister of Education and his team, the leadership of Senate and Office of the Accountant-General. They only agreed that UTAS is accepted in principles.
“We are almost getting UTAS approved but govt is saying that our members should first migrate to IPPIS before returning to UTAS. That makes no economic sense. The government has made it difficult for smooth negotiation. They said our members will be paid when they move to IPPIS.”
A few hours before the interview, the Minister of State, Labour and Employment, Festus Keyamo, said FG was committed to ending the strike.
“We will keep pushing for a consensus on this issue so as to bring the much-needed succour to students at home,” he tweeted.
For the second time in one week, the meeting between the FG and ASUU deadlocked on Wednesday as they failed to agree on the payment platform to be used in disbursing the salary arrears and the N30bn Earned Allowance of the university lecturers.
The FG team led by the Minister of Labour and Employment, Chris Ngige, had offered to pay the salary arrears and the N30bn Earned Allowances of the university lecturers through the Integrated Payroll and Personnel Information System platform pending the roll-out of ASUU’s preferred platform, the University Transparency and Accountability Solution.
But the ASUU delegation led by Ogunyemi insisted that the payment should be made through the UTAS.
Sequel to their failure to reach a consensus, the parties agreed to consult their respective principals and stakeholders and adjourned till next week Wednesday.

The Academic Staff Union of Universities (ASUU) has given one condition to the Muhammadu Buhari-led federal government to call off the ongoing strike it embarked upon, CAMPUS GIST reports.
ASUU said the strike is yet to be called off because it is waiting for the government to conduct an integrity test on its proposed payment portal, the University Transparency and Accountability Solution (UTAS).
CAMPUS GIST recalls that the Union had suggested and insisted on UTAS in place of the FG controversial Integrated Payroll and Personnel Information System (IPPIS) platform.
Several meetings between ASUU and federal government delegation ended in stalemate as none of the parties was ready to shift ground over the payment platform.
In an interview with PUNCH, ASUU President, Prof. Biodun Ogunyemi, said the government needed to give the clearance to National Information Technology Development Agency to conduct integrity test on UTAS.
“The integrity test will be handled by NITDA, it is government that will facilitate it because NITDA is a government, agency and unless you get clearance from the government that test cannot be conducted.”
While speaking on whether the government had accepted UTAS, ASUU President said, “We are still talking, we have given them the position of our members, we are thinking we should be able to hold a meeting this week if they have not changed plans. The meeting for Monday was postponed. In principal, they have accepted UTAS and told us to go for the test, and on our part, we have started the process. We had presented UTAS at three levels, starting with the Ministry of Education, Senate President and members of his team, officials of Ministry of Finance and Office of the Accountant General of the Federation, where all other stakeholders were present, including NITDA, all stakeholders have witnessed the presentation and the next stage of integrity test is what we are moving in to. If government facilitates it, it is not something that should drag for too long at all. We don’t foresee any problem with UTAS; it also depends on how early the government makes it possible for the integrity test to be conducted.”
The ASUU President also explained that ASUU was ready to resume academic activities if the government was ready to play its part.
“Our members are ready to resume work as early as government is ready to play its part. I’m sure you are not suggesting that our members should resume on empty stomach or the strike should be suspended without any concrete action on the side of the government. We don’t like to stay away from our work because we like our students, they are also our children.
“As far as we are concerned, we don’t have issue with going back to work, but we want more sincerity on the side of government.
“We have not seen enough reasons to believe that they don’t mean what they are telling us but as soon as we see any sign to that effect. we will tell Nigerians,” the ASUU President said.
